Elaine Lan Chao was born in Taipei, Taiwan, on March 26, 1953, to Ruth Mulan Chu Chao and James S.C. Chao.
Her family immigrated to the United States when she was eight years old, settling in Queens, New York. Chao is fluent in both Mandarin and English and holds degrees from Mount Holyoke College and Harvard Business School.
Chao's career in politics began in the Reagan administration, where she served as the Deputy Maritime Administrator and later as the Chair of the Federal Maritime Commission. In 1991, she became the Director of the Peace Corps under President George H.W. Bush.
Under President George W. Bush, Chao served as the Secretary of Labor from 2001 to 2009, becoming the first Asian-American woman to hold a cabinet-level position in U.S. history.
During her tenure as Secretary of Labor, Chao introduced several initiatives to improve workplace safety, including the Safety Pays program, which provided grants to small businesses to create safer work environments.
In 2017, Chao was nominated by President Donald Trump to serve as the Secretary of Transportation. In this role, she oversees a budget of over $70 billion and is responsible for the safety of the nation's transportation infrastructure, including aviation, highways, and railroads.
Chao and McConnell first met in the early 1990s, when McConnell was serving as a Senator from Kentucky and Chao was serving as the Deputy Secretary of Transportation under President George H.W. Bush. They were married in 1993 in a ceremony at the Cathedral of the Assumption in Louisville, Kentucky.
Despite both having demanding careers in politics, Chao and McConnell have maintained a strong relationship throughout their marriage.
In a 2020 interview with The Wall Street Journal, McConnell described his wife as his “secret weapon” and credited her with helping him navigate the often-complicated world of politics.
